TRAINING · FACILITATION · EXERCISES · EVALUATION · IMPROVEMENT

Practice the decisions before they become real.

HSS designs and facilitates tailored training, workshops and exercises that connect doctrine to the way organizations actually operate—and turns observations into corrective actions people can use.

Senior practitioners who have performed the work they teach.

HSS brings more than 1,000 hours of emergency and crisis-management instruction and experience designing, directing or evaluating more than 150 exercises. Training can be delivered in person, through instructor-led virtual sessions or as self-guided computer-based learning, and can be tailored to emergency management, ICS, NIMS, planning, EOC operations or other agency-specific needs. Training and exercise work is grounded in real EOC, IMT, FEMA disaster-response and executive leadership experience.

Scope training, exercise facilitation and after-action improvement

A useful engagement starts with the capability people need to demonstrate. HSS can support a single course or workshop, a defined exercise role, or a connected training-to-improvement program.

Choose the engagement around your need

Tailored training and workshops

Build shared understanding of emergency management, NIMS, ICS or EOC roles using the organization’s own responsibilities and plans.

Exercise design and facilitation

Define objectives, select an appropriate format, prepare participants and guide realistic discussion or exercise activity.

Evaluation, AAR/IP and implementation planning

Organize evidence, distinguish findings from proposed solutions and develop corrective actions with owners, dependencies and validation criteria.

What the engagement can deliver

  • Agreed objectives, audience and preparation requirements
  • Participant and facilitator materials appropriate to the engagement
  • Evaluation inputs, findings and AAR/IP products as scoped
  • An action-planning workshop or implementation roadmap when included

What to prepare

Provide the capability to strengthen, audience, desired format, available plans, known findings and review schedule. In-person, instructor-led virtual, self-guided and blended options are selected to suit the learning and interaction needs.

Questions before you engage HSS

Does tailored instruction provide formal FEMA course credit?

Not automatically. Recognized course delivery requires the named curriculum and applicable instructor, approval, administration and completion arrangements. Confirm those requirements in the proposal.

Can HSS help when the AAR already exists?

Yes. A focused engagement can clarify priorities, action ownership and closure evidence without recreating the report.

Is follow-up included with an exercise?

Specify it in the scope. Exercise delivery, AAR/IP development and implementation follow-up require distinct effort and milestones.
